TIER 1: Core Instruction

Tier 1 represents the differentiated core instruction provided to all students in the classroom. It's the foundation upon which the tiered system is built, offering high-quality, research-based teaching and learning experiences for all students. 


Tier 1 also includes social-emotional programming and supports. The goal of tier 1 is to meet the needs of at least 80% of students.

TIER 2: Strategic Interventions

  • Provides targeted interventions for students not making sufficient progress with Tier 1 instruction.
  • Interventions are delivered in small groups and are supplemental to Tier 1 instruction.
  • Focuses on specific areas of student need, identified through:
    • Screening tools
    • Diagnostic assessments
  • Includes increased progress monitoring to track student response to interventions.
  • Typically, 5–15% of students are expected to receive Tier 2 support.

TIER 3: Intensive, Customized Interventions

  • Tier 3 represents the most intensive level of support, designed for students who have not responded adequately to interventions provided at Tiers 1 and 2.
  • These services are supplemental to core instruction, but differ from Tier 2 in terms of:
    • Frequency
    • Intensity
    • Duration
  • Students receiving Tier 3 interventions will be progress monitored at more frequent intervals by school personnel
  • Typically, 1–5% of students are expected to require Tier 3 support.
  • If students do not respond to Tier 3 interventions, they may be referred for additional evaluation.

  • Data-based decision making involves using:

      • Intensification of instruction and supports
      • Allocation of resources
      • Identification of students with disabilities (in accordance with state law)
  • This process occurs at all levels of MTSS implementation, including:
    • Individual students
    • Classrooms
    • Schools
    • District leve
  • Teams use implementation data to:
    • Evaluate how well assessments, interventions, and supports are being implemented as intended
    • Identify areas in need of improvement

System of Support

MTSS is a collaborative system of support that wraps around an entire school. As a system-level structure, it provides academic, behavioral, social-emotional, and attendance support for all students. Data is gathered and utilized to address academic and non-academic needs, such as attendance and social-emotional concerns, ensuring a holistic approach to support. Collaborative meetings are essential to successfully implementing MTSS within a school.
